How Much Do You Know About the Technology Voucher Programme?

The Technology Voucher Programme helps eligible SMEs use technology to improve productivity. Under the arrangements described in this November 2016 article, enterprises may apply for up to 3 projects and receive total funding of up to $200,000, with each project generally completed within 12 months.

The Technology Voucher Programme is a government funding scheme that helps SMEs use technology to improve productivity. Eligible enterprises may apply for up to 3 projects and receive total funding of up to $200,000. Each project should generally be completed within 12 months. An enterprise may submit only one application to the Technology Voucher Programme at a time. It may submit a new application only after completing its previously approved project and submitting the final project report. The same project cannot receive other government funding.

Eligibility:
Enterprises must be registered in Hong Kong and have had substantive business operations in Hong Kong for at least one year. At the time of application, those operations must be relevant to the proposed project. Enterprises must also meet the government's definition of an SME: a manufacturing enterprise employing fewer than 100 people in Hong Kong, or a non-manufacturing enterprise employing fewer than 50 people in Hong Kong.

Funding Disbursement:
Once an application is approved, up to two-thirds of the funding will be disbursed. The remaining funding will be released after the enterprise logs in to the funding website and submits supporting documents demonstrating completion within 2 months of completing the project.

The following documents must be submitted as evidence of project completion
A final project report confirming that the project has been completed and containing a summary of project expenditure and project outcomes;
Project outcome evidence (such as consultancy reports, delivery receipts, photographs, etc.);
Originals or copies of payment receipts for each expenditure item, certified by the applicant enterprise. The payer's name on each receipt must match the name of the applicant enterprise;
If the approved funding exceeds HK$50,000, an audited statement of project expenditure prepared by an independent auditor must be submitted to the Innovation and Technology Commission;
If the approved funding is HK$50,000 or less, the applicant enterprise must submit a final expenditure statement and declare that it is accurate and that all expenditure complies with the requirements set out in the funding agreement. The Innovation and Technology Commission reserves the right to conduct a detailed examination of the final expenditure statement.
