In brief
As described in November 2016, eligible SMEs could receive total funding of up to 200,000 for up to 3 technology projects. Projects should generally finish within 12 months, only one application could be submitted at a time, and completion documents were required for the remaining funding.
Technology vouchers are a government funding initiative that helps SMEs use technology to improve productivity. Eligible enterprises may apply for up to 3 projects and receive total funding of up to 200,000. Each project should generally be completed within 12 months. An applicant enterprise may submit only one application at a time to the Technology Voucher Programme. An enterprise may submit a new application only after completing its previously approved project and submitting the final project report. The same project cannot receive other government funding.
Eligibility:
The enterprise must be registered in Hong Kong and have had substantive business operations in Hong Kong for at least one year. At the time of application, those operations must be relevant to the proposed project. It must also meet the government's definition of an SME: a manufacturing enterprise employing fewer than 100 people in Hong Kong, or a non-manufacturing enterprise employing fewer than 50 people in Hong Kong.
How funding is disbursed
Upon successful application, up to two-thirds of the funding will be disbursed. The remaining funding will be disbursed after the enterprise logs in to the funding website and submits the relevant proof of completion within 2 months of completing the project.
Documents required to demonstrate project completion
A final project report confirming that the project has been completed and containing a summary of project expenditure and the project outcomes;
Project outcome evidence (such as consultancy reports, delivery receipts and photographs);
Originals or copies of payment receipts for each expenditure item, certified by the applicant enterprise. The payer's name on each receipt must match the name of the applicant enterprise;
If the approved funding exceeds HK$50,000, an audited statement of project expenditure prepared by an independent auditor must be submitted to the Innovation and Technology Commission;
If the approved funding is HK$50,000 or less, the applicant enterprise must submit a final expenditure statement and declare that it is accurate and that all expenditure complies with the requirements set out in the funding agreement. The Innovation and Technology Commission reserves the right to conduct a detailed review of the final expenditure statement.
